A base that wasn't dug deep enough or compacted hard enough moves with winter frost, and the surface follows — low spots, lifted edges, puddles that weren't there the first summer. We prevent it by digging to full depth and compacting the base in stages before any pavers are set. That's where most of the labor on a good patio actually goes.
